Preparing parish and town councils for change

 

Local Government Reorganisation (LGR) and devolution are happening. A decision is expected in the summer, but the work of preparation starts now. This training starts with a practical, interactive, in-person session designed to help parish and town council clerks and councillors understand what’s ahead, assess where they are now, and take confident, proportionate steps to prepare.

Delivered at venues across the county, these sessions are accessible to everyone, with dates running through April and May.

Course content

We discuss what LGR and devolution mean nationally and for Gloucestershire, and drill down into the emerging role of neighbourhoods and place-based governance.

Drawn directly from member engagement the course addresses the challenges and concerns councils across the county have expressed when it comes to devolved assets and services; it aims to build every council’s confidence in the role it can play in a future Gloucestershire, through five pillars of preparedness (aligned with the Local Council Award Scheme).

  • Community – understanding your residents, building trust, and engaging effectively so decisions are informed by real local need.

  • Compliance – strengthening governance, policies, finance, transparency and statutory requirements.

  • Conduct – embedding good behaviour as a culture, not a checklist, aligned with the Civility and Respect Pledge.

  • Competence – developing skills, systems and leadership to operate confidently now and in the future.

  • Capacity – assessing people, workload, finances, assets and resilience to deliver services sustainably. 

Each pillar uses simple Red/Amber/Green assessments to help councils identify where they are now and where to focus next. The session then walks through practical actions, resources and support to move forward at an appropriate pace.

Who should attend

This training is suitable for clerks and councillors from councils of all sizes and capacities, from Parish Meetings to large towns. The session is designed to meet you where you are and help you move forward.

Details: Sessions run from 5.30pm–7.30pm on weekdays and 10am–12pm on Saturdays.

Fee structure:

  • Single delegate £50

  • Two delegates from a council £90 (in total)

  • Three + delegates per council is £90 for the first two delegates and £35/delegate thereafter eg. four delegates = £90 + (2 x £35)
