DESCRIPTION:<a href="https://www.gloucestershirealc.gov.uk/event/understand
ing-cil-and-s106-190">Understanding CIL and S106</a>\nUnderstanding CIL an
d Section 106For Parish and Town Council Officers and Councillors This ses
sion is designed to help parish and town councils better understand how Co
mmunity Infrastructure Levy (CIL) and Section 106 work in practice. It wil
 l begin with a clear\, plain-English overview of both mechanisms\, setting
out the core principles and responsibilities before moving into district-
specific breakout sessions led by the relevant district council officers.
What you’ll learn You will gain practical clarity on how CIL and Section
106 operate\, both in general and within your own district. Can you confi
dently answer .. what CIL can and cannot be spent on? when payments are ma
de? whether funds can be used outside the parish boundary? what your spend
ing deadlines are? how CIL should be properly accounted for\, including re
serves\, VAT and procurement? how Section 106 agreements work? what contri
butions are due and when? who holds the funding? what happens if a develop
er does not comply? ... we will answer all these questions and more. Why y
ou should attend Developer contributions are often complex\, inconsistentl
y applied and poorly understood. This session gives you the opportunity to
hear directly from district officers\, understand local systems and proce
dures\, and ask questions in a setting focused on your area. By breaking i
nto district-specific groups\, the session recognises that processes diffe
r and ensures the information you receive is relevant and usable. We look
 forward to welcoming you there.
